Giving Korea is an annual report produced by CAPS’ partner, The Beautiful Foundation, measuring the scope and size of giving across the economy. The 2022 edition includes an overview of domestic data accumulated over 20 years, tracking changes in the scale of donations in Korea, as well as an analysis of giving behaviors by gender, generation, and donation type. The report also considers perceptions of and trust in nonprofit organizations, and attitudes toward social giving and participation.

Key findings include:

• Motives for giving are generally in the order of compassion, social responsibility, personal happiness and religious belief, followed by tax benefits.
• Individual and corporate giving were both impacted by the economic slowdown during the pandemic.
• Public-interest corporations that engage in fundraising attract, on average, 39% of funds from corporations, 35% from individuals, 9% from foundations, and the rest from other sources.

지난 12일 아름다운재단이 비영리 연구·자문기구인 ‘아시아 필란트로피 소사이어티센터'(CAPS)와 공익활동 환경평가지수 ‘두잉 굿 인덱스(Doing Good Index, DGI) 2022’ 조사 결과 발표회를 온라인으로 개최했다. DGI는 아시아 각국의 ▲정부 규제 ▲세금과 재정 정책 ▲정부 조달 ▲공익 생태계 등 공익활동에 영향을 주는 요인을 파악해 평가한다. 지난 2018년 첫 분석 결과를 내놓은 이후 2년 주기로 발표되며, 이번이 세 번째다. Read here.

What is the Doing Good Index?

The Doing Good Index 2022 is the most comprehensive social impact index in Asia to date, highlighting the factors that drive or hinder private capital flowing towards social and economic challenges across 17 Asian economies.

The Doing Good Index comes at a critical time when economies have been heavily impacted by the Covid-19 pandemic. Inequalities have been exacerbated, and hard-won progress in social and economic growth has been undone. An estimated two-thirds of those newly forced into poverty live in South Asia, East Asia and the Pacific.

To address these shared challenges, all parts of society—individuals, companies, government and the social sector—must work together to drive more resources towards building a better future together. The Doing Good Index shows how. It provides a roadmap of the policies and practices that can unleash this capital by mitigating the trust deficit; leveraging local support; and facilitating cross-sector collaboration.

In 2022 we surveyed 2,239 SDOs and interviewed 126 experts across 17 Asian economies. In mapping the landscape of social investment, the study examines four sub-indices: Regulations, Tax and Fiscal Policy, Ecosystem, and Procurement. We also include a section on how the Covid-19 pandemic impacted the social sector.

What is the Doing Good Index?

The Doing Good Index 2020 showcases factors that drive or hinder private capital flowing towards needs in 18 Asian economies. It shows how, at a time when foreign funding is declining across the region, “Asia for Asia” philanthropy and other types of private social investment can fill the gap.

The Doing Good Index provides a roadmap for actions that can unleash this capital by aligning incentives around doing good; mitigating the trust deficit; and maximizing private social investment. With these policies and practices in place, an enormous US$587 billion per year can be mobilized towards doing good.

Our 2020 index is based on original data gathered from surveying 2,189 nonprofits and social enterprises and interviewing 145 country experts across 18 Asian economies. Its lessons are more timely than ever, as it shows how the public, private and social sectors can come together to work towards a stronger and more equitable Asia as we build our way out of the Covid-19 pandemic.

이번 간담회에서는 홍콩 소재 CAPS(Centre for Asian Philanthropy and Society)의 루스 사피로 대표와 재단법인 아름다운재단의 권찬 사무총장, 플라이시먼 힐리드 박영숙 한국대표, 아산나눔재단 정남이 상임이사,  SK수펙스 고은영 팀장, 연세대학교 박태규 명예교수, 연세대학교 손원익 명예교수, 한국비영리학회 양용희 회장, 대구지방세무사회 권일환 회장, 김준현 세무사 등이 패널로 참석했다.

아시아 전역의 자선사업을 연구하고 있는 CAPS는 자신들이 발간한 Doing Good Index(DGI, 비영리가 일하기 좋은 환경 지수)를 토대로 “한국은 비영리단체들이 일하기 훌륭한 환경을 가지고 있지 않다”고 발표했다.

CAPS의 DGI지수에 따르면 한국은 말레이시아, 필리핀, 스리랑카, 태국, 베트남, 홍콩 등과 같은 수준의 기부 및 공익사업 인프라와 제도를 가지고 있는 것으로 밝혀졌다. 반면 일본, 싱가포르, 대만은 아시아 내에서도 상위권 수준으로 나타났다.

루스 샤피로 대표는 “한국 사회가 비영리단체에 신뢰성이 낮고, 기부자에 대한 세금과 국가재정정책이 비교적 좋은 점수를 받지 못한 원인”이라고 지적했다.

이어 “그렇기에 이은권 의원이 발의한 「공인법인의 설립·운영에 관한 법률 전부개정안」에 대한 기대가 크다”고 말하며 “한국을 찾은 가장 큰 이유가 해당 법에 대한 이 의원과 심도 있는 논의하고 싶었기 때문”이라고 밝혔다.

이은권 의원은 작년 ‘공익법인법 전부개정안’을 발의하며, “대한민국이 사회경제적으로 변화와 발전을 거듭한 만큼, 공익법인법도 그에 맞는 수준으로 공익목적사업을 적정하고 투명하게 운영될 필요성이 있다”고 입법취지를 설명한 바 있다. 실제 ‘공익법인법’은 1975년에 제정된 이후 약 48년간 이렇다 할 변화 없이 법률의 경직성과 폐쇄성이 정체되고 있는 실정이다.

한편 이은권 의원이 발의한 ‘공인법인의 설립·운영에 관한 법률 전부개정안’은 ▲허가제를 인가제로 변경하여 공인법인 설립의 용이성 제고 ▲공익사용을 확대하는 방안으로 매년 일정액 이상 지출 의무 ▲공시 및 회계를 투명하게 하여 주식출연의 차등 확대 유인 ▲체계적이고 효율적인 관리를 수행하기 위한 공익법인의 통합관리기관 건립 ▲공익성 검증제도 상시화 등 공익법인제도를 전반적으로 개선하는 내용을 담고 있다.

아울러 해당 간담회에 참석한 여러 사회공익법인단체들도 “건강한 시민사회를 구현하는데 앞장서고는 있지만, 활동하기에 자유로운 환경은 아니다”라고 토로하며 “그럼에도 불구하고 주어진 환경에 유연하게 대처하며 책임의식을 가지고 임할 것”이라고 밝혔다.
